In purposes of creation cordially new information centers, based on regional universal scientific libraries, oriented on satisfaction of intellectual needs of young generation, preservation cultural, moral and spiritual values, creation of all necessary conditions for wider in information supply, according to decree of president of Uzbekistan from 20th July 2006 № ПП-381 “ About organization of information-librarian service of population of republic”, were created information-librarian centers in Karakalpakstan Republic, 12 regions and in Tashkent city with transmission it from Ministry of culture and sport to Uzbek agency of communication and informatization.

In purposes of coordination, development of information-librarian centers, the Ministry of Republic of Uzbekistan accepted a decree №178 from the 1th August 2006, where with the order of organizational structure definition there were determined the propositions of Centre. According to new decree of Uzbek agency communication and informatization were determined the range of questions, propositions and worked out the plan of arrangements. In this way the Republic information-librarian centre was organized, confirmed the Statute, and worked out job instructions of Centre’s staff. The Centre has government registration, opened accounts in bank etc.

 

From the decree outlet passed two years. We can sum up the work according to decree:

In purposes of integration a new librarian system for unit information-librarian policy in allocation and accessible information resources supply there were held a structural reorganization of republic librarian system; based on regional scientific universal libraries and Central Tashkent City Library there were organized 14 information-librarian centers of Karakalpastan Republic, regions and Tashkent city under the Uzbek agency of communication and information supervision.

For information-librarian system coordination there were created inter-departmental Council, including directors of different departments supervising librarian information institutes.

Has a work group developing a regulatory documents of information librarian institutions activity. Work group consists of: leading specialists in information librarian area of National Library of Uzbekistan, an also other institutions.

In most ILC started implementation of information technologies, ALIS, some processes of literature edition were made automatically, created new IT resources as e-catalogues, in librarian base with 45536 dates. Besides, there were opened information centers in different fields (law, business, Internet etc).

One of the most important problem in librarian information institutes – staff. In decision of this problem a big role plays preparation of staff. During the period from 2006 till 2007 there we held different arrangements to increase qualification level: seminar for leaders and accountants concerned questions of organization ILC activities; international conference “internet and library information resources in science, education, culture and business” based on Khorezm ILC; also there was held a seminar-training for ILC specialist in team-work with National Library of Uzbekistan concerned the theme: “Methodology of arrangements”; increasing qualification level of 212 specialist of ILC due to special educational program (144 hours) on course “Principals of computers and librarian survice” in branches of Tashken university of Information Technologies in Karakalpakstan, Fergana, Samarkand, Kashkadarya.

Concerning the technical equipment ILC in 2006 year the Ministry of finance assigned 19 mln sum, which were spend on 15 copy equipments, 10 scanners, 33 printers and 10 faxes. During the 2007 UzASI purchased 153 computers, 15 servers, 6 large-format scanners, 13 copy equipments (A3), and network equipments. In all ILC there are local web and 83 computers are connected to Internet and web-site ZiyoNET, it gives access to informational e-resource.

In all ILC created web-sites. The centre of preparing and support of new programmer there is a new set of information technological systems “The web of E-libraries of Uzbekistan” .I

n 2006 on fund completeness, providing it with new literature, sigh on periodical editions and purchasing clerical tools there were assigned 117,094,000 sums, and in 2007 – 143,715,000 sums.

In process of reorganization appeared new problem – cooperation ILC and IRC. In some ILC, for example in Andijan ILC named after Bobur decided this problem independently and departmental dissociation did not influence on it, and vice-versa – in difficult reorganization of IRC required methodological support of ILC, where required additional regulatory document, also “State about Inter-departmental Council” was not properly investigated, where distinct and clear were defined the objects ILC in the role of methodological centers for IRC in its region.

In approved “State about ILC and IRC” was mentioned that according to State “About Inter-department Council on coordination of information-librarian system in republic” general organizational-methodological guidance for such institutes is realized by Inter-department Council coordinating informational-librarian system of republic under the Cabinet Council of Republic of Uzbekistan via its work executive element – National Library of Uzbekistan, corresponding republic methodological center.

In turns, IBC are regional methodological centers for IRC of different department in region in the fields of information and librarianship.

In order to develop qualification of staff in ILC and IRC every department work out the plan of arrangements (seminars, trainings, courses etc.) about computer skills and information-librarian activity.

For purposes of formation, preservation and concession of universal information resources, and also creation electronic libraries made the range of regulatory documents devoted to developing of automatic information-librarian program, network librarian system. Also Fund of ILC are forming and renewing.
